Sorry, I've been busy this week. The term is slang. I suppose it means the woman is off. I take it to mean she is an uneducated (not in the literal sense) person that takes things to complete extremes.

The comment about the neighbor being "out there" means that the neighbor is a little crazy. "Out there" means the same as "wacky" or "nutty" or "slightly off her chum". The other comment about moving, I think, sounds like this neighbor is a bit of a redneck and there are other neighborhoods that the neighbor might be more comfortable in. Rednecks tend to be intolerant of others who aren't rednecks and tend to also cause trouble for no reason. That's a blanket statement, I know, and I'm sure I'm being rude, but I don't know how else to explain it. I'm just guessing that's what Michael meant; however, I lived in Missouri myself and have relatives near where Michael lives, and this kind of tension happens often, so I think that's what Michael meant.

I look up "chum" in my dictionary. I have no clue, not one. The word is in there, of course. It has a couple of meanings. The phrase "off her chum" doesn't fit either one. I have no idea what that means. Can you explain?
