Doesn't sound too bad, for one day. For day 'last' in a GT, it's probably a bit tougher. Not having ever done a 3 week GT, I don't know that any of our opinions are valid.
Having said that, I think that it's probably just as much a function of not letting them set a precedent for others to build on as it is a concern over the difficulty of this particular day's split-stage.

IMO, not too much if done the day before a rest day with no transfers on that day.
Then it should be no problem, as it's followed by approx. 343 rest days (before the next Giro stage).
