But if none of us stand up to bullies they will continue their anti-social behaviour. I think current society's policy of almost total delegation of behaviour management to the police is a problem.

Totally agree that if you never stood up to bullies they would get even more out of control but I would question the sensibility of arguing your rights when armed with a bicycle as opposed to the other person being armed with an SUV -- This post contains no hidden meanings, no implications and certainly no hidden agendas so it should be taken at face value. The wrong words may be used this is due to my limitations with the English language .

An SUV is only dangerous when moving. If they've stopped at the lights, you could always adopt the current American policy of pre-emptive action.
