Gaiters

I wear gaiters quite regularly when walking, heat tends to build up quite quickly and you may find that your pants will get wet because of sweat anyway.

I never wear them on my bike... so couldn't give an exact comment.

A better investment is in a good set of fenders (front and rear.)
I have full fenders on my Novara Fusion and if the rain is too heavy I wear my rain gear anyway. I usually keep my stuff in Ortleib backroller panniers (waterproof) and change at the gym. Of course my commute is about 15 miles one way and I usually shower off at the gym before coming in to the office. YMMV depending on length of commute whether or not you want to change your clothes, but fenders keep you dry in all but the wettest of conditions. I have gaiters that I use for hiking and haven't used them on the bike, but they would probably work ok since they are gore-tex and somewhat breathable. Although if it is raining bad enough for gaiters, you might as well just wear rain pants and be done with it! cyclingforums.comsmile.gifOpen ↗

I'd say if you don't already have full fenders invest in a set of thse first. Hope that helps!
