If you are commuting to school:
1. Hot to cool weather: wear shorts, of the kind that doesn't absorb
too much water and dries quickly (polyester or nylon or wool).
2. Cold weather: pants or shorts are best again if soak-resistant. Test
before use. There are some lightweight polyester hiking pants, some
with bottom legs that zip on and off, that would be useful. Then, get
lightweight coated nylon waterproof rain paints with separating leg
zippers down the full length of the outsides. You can lower the top
zipper quite a bit for ventilation without letting much water in. Mine
are by Moonstone but must not be made any more, I'm sure you can get at
REI, LL Bean, Campmoor, EMS or other similar camping sources. Also
useful are a pair of polyester fleece pants, with or without the shell.
If you can't get plain coated nylon rain pants with separating zippers,
there are plenty of these in Gore-Tex with close to the same
functionality, just at an inflated price. I wouldn't want without the
zippers because there wouldn't be enough ventilation. Or, rain chaps as
they use in the UK would be even better. From hips down you don't sweat
all that much.
3. Of course, the best thing is to leave a little earlier and get
changed when you arrive. But if you're not going to some snooty place
with superficial values, i.e. the dress code of corporate or government
America, you can do pretty well as above. In the northeastern US I
commuted all seasons for years with cotton shorts in the summer till
fall, the rain pants as necessary; cotton pants and the rain pants in
the late fall; long underwear, cotton pants and the rain pants in the
winter. About 7 miles each way.
