Certainly: get a frame builder to do one in the right size. Not cheap,
but it will fit, and custom builders with good reputations have earned
them so though it'll be mucho £££s you'll get what you pay for.

You may also suggest your pal tries the largest available compact
frames, as compacts typically fit a greater size range then trad frames.

And it may be worth having a browse through German and Dutch suppliers,
as the locals there are generally taller and have their local market
reflect this.

Tourer not a "proper" bike? Puh-leeeeze! ;-/

Is 65cm the size for a non-compact frame or a compact one? If compact, how tall is he? :-) Simon will most likely tell you Cannondale make x-large frames, and there are a few others on this ng > 6'2" who'll tell you what bikes they've go If a Cannondale isn't large enough (which I doubt), then he'll end up gettng a custom made one, which to be honest, won't cost *that* much more than a decent bike anyway

Cannondale (at least, they used to do a 66cm road frame and 27" tourer).
It's certainly where I would look first if I wanted a new bike.

Cannondale do very large sizes; alternatively, go to any of the custom
builders. A custom frame isn't that much more expensive.

FFS, tourers are proper bikes.

I have a 25" frame for sale in very good condition - Raleigh "Pursuit"
reynolds 501 and chainset included. I'm 6'1" and its too big for me....

frame and forks, road wheels and discs. That was the first reference to
'proper' bikes.

H'mmm... I was riding my Raleigh Record (25 1/2"😉 today and was thinking
it was too small for me, definitely quite a bit smaller than my modern
60cm Dolan. Of course it shows less seatpost than the Dolan but the top
tube is comparatively short. Twenty years ago when I last had a custom
frame built for me it was a 26 1/2". Geometries have changed. Seatposts
have got stiffer, and so it's become popular to ride with more exposed
seatpost and to have a frame with a lower, longer, top tube.

There was a 70cm Ribble frame up for sale on ebay in the summer!!!

I think it went for just under £30.

This months Cycling Plus had a review of a 700C wheelset with disc brakes,
intended just for that - slotting into a mountain bike frame for commuting
etc.

(sigh - I loved my old P7. Sadly stolen.)

I'm 6'6" and ride a 63cm Cannondale amongst others, and its plenty big
enough although they do frame sizes as standard up to 67cm. One thing
to watch is big frames can become flexy - the Cannondale frame though is
extremely stiff and copes with the large size just fine.

i'd worry about proper toptube lenght first, size is very ill defined

In my case (the P7 referred to earlier) it¹s Mavic MA3 rims, DT Champion
spokes, Hope hubs and Minis and Outland skewers. All put together by Sandy
Wallace.
