It depends if its a 'highway' or not. Complain to the Highways Department of your local council. Get
a reference number and pester them.

If your council has outsourced stuff to WS Atkins use their Clarence system (e-mail is probably
[email hidden]). They do seem to respond to complaints but not quickly.

My point is this - are the highways agency obliged to keep these pathways clear? It narks me a bit
when my arm gets slashed by overgrown trees and bushes!

The local council are, unless the trees/bushes are on land owned by somebody else, then it's their
responsilbility.

I know this because some of our trees were over hanging the foot path and the council sent us a
whinge letter telling us to cut them. Despite the fact the the many foot/cycle paths around here are
much more obstructed by trees growing on council land !

In my area, the Leisure department of the council deal with "verges" (i.e. public not private
boundaries on rights of way). If you mention that the situation is "dangerous" they are pretty much
obliged to respond, to avoid a charge of negligence if someone is injured.
