HPVs with a very low centre of gravity and long wheelbase are notoriously
unstable, especially when starting off and stopping, but even at speed wind
could roll them over easily. This is why most low recumbents are 3 wheeled.
Think balancing a metre ruler onend on your hand vs. balancing an icy pole

Those are a couple of bold statements Peter - based on what?
Long and low two wheelers are the current world Human Power speed record holders 130kmh. Unstable at trike speed - yes, not at proper two wheeler speeds.
