You don't. The Federation that gave you your racing license does. It depends where you are (Canada? USA? UK? etc) but just about every country that has a UCI sanctioned governing body/federation has a 4 or 5 tier category level. When you begin racing, you are placed in the lowest category. (Unless you have experience elsewhere and they make an exception, etc.) Then, it's just a matter of gaining points (by placing in the top in races) to climb the ladder up to the higher categories.

No categories in Finland, just competition (kilpa) and elite. I'm in the kilpa level now. I have a card permitting me to ride in UCI events.
