i think it's safe to say most ppl have bottom of the bar folowing the top tube or as far as pointing it to the rear deuralieur. i like mine pointed at the brake.

There isn't any correct angle other than whatever is most comfortable. Just keep twiddling with them until you find a position you can live with.Bill.
