Depends what size the tubes are. Give it a try, I'd suspect that the worst thing to happen is the
tube getting cut between the tire bead and the rim while inflating.

Then again, a smaller tube is probably a few grams lighter, and tubes are cheap...cutting a few
grams off rotational weight always helps.

A little trickier to get in, maybe a little less flat prone, due to the rubber being less stretched
inside the casing. But other than that, they should fit fine.

I have 700X25 tires on my tourer and I've used 27x1 1/4 tubes many times.

In fact, I seek out larger tubes if I know I'm going to be riding in an area with a lot of thing on
ther road that like to perforate bicycle tires.

No. you will need smaller tubes, that's a little too tight a squeeze.
