Yep, the ride to the start was hilly this year.

Unless RAGBRAI has been moved to the UK, looks like the correct side to me.

Close examination shows 1: feet under the front fairing and 2: a front fairing. 🙂 He's approaching the camera, on the correct side of the road for the US.
