Best thing I've found for glutes are DLs and SLDLs. That also hits hams.

Why would butt blaster not work? It feels like I'm using the glutes,
as if walking up stairs.

Then why not walk up stairs? Or at least step up and down the same one
while holding dumbbells? The problem with these gimmicks are that there
are cheaper things that are more generally useful. Squat down and pick
up a 40 pound bag of [extra premium] dog food. Voila, you've butt blasted.

In terms of a home gym, your argument is very valid. In terms of a
commercial facility, different kinds of logic apply.
In a commercial setting, wide eyed female innocents are lured into these
chrome and fern socialization centers. When the salesperson gives the
obligatory gym tour, they stop at the Butt Blaster. At that point the gym
guru intones the powerful phrase, "This is the Butt Blaster. It DIRECTLY
works your butt. Makes it all curvy and stuff."
This has a profound effect on our wide eyed innocent. Particulary if a
young, curvaceous female wearing neon spandex is doing "butt blasts" on the
machine at the time. It is also probably about as close as a glute exercise
that many women will ever do.
When I used to subscribe to health club management magazines, I got an
inside look at all the things that werre being said whenever a piece of
equipment was introduced. There are machines out there that are being used
almost totally for marketing. The Butt Blaster was one such machne. It is a
made by a company that only makes two or three peices of equipment. Very few
such specialized companies can exist in the gym equipment biz with just a
few products. The Butt Blaster did for a number of reasons. Including having
the rights to the name.
And they exploited that name. They could show gym owners how to prey on most
women's sense of inferiority about there butts. It would make them think
that this machine was a solution of some kind. Something along the lines of,
"The machine was obviously designed to work butts. Therefore, I will feel
wonderful about myself when I develop these gorgeous glutes." They could
point to increased membership when a Butt Blaster was included into the
sales pitch.

It's problematic how to make a living by selling things. By it's nature
you're trying to sell. In my industry there are a subset of people who
to do financial "planning" where they sell foreknowledge of financial
markets, usually associated with placing the client's money in funds
that they receive commissions for choosing. I hate it, but people want
to pay for Hope. Who are we not to sell it to them? (Well, I charge
them for Time, which is another issue entirely.)
