  1. I do weighted chin ups as part of my routine. My PB is 115 pounds on
the belt plus my bodyweight of 160 pounds. I want to reach a stage
where I have 160 pounds on the belt.

Would doing lat pulldowns help me achieve this. I often read that
pulldowns are inferior to chin ups but I'm thinking that maybe they hit
the lats slightly differently and isolate the lats more? If so, will
they allow me to boost my weighted chin PB?

I doubt it. Try chin-ups pull-ups with different grips and varying
weights. Also do rows, rear delt work and maybe some curls in your
upper back workouts, if you aren't already.

Where will you find a lat pulldown machine with 300 or so lbs on it? Not
    any I've seen.

Anyway, why not load up your belt and then recruit an assitant to help
you on the concentric so you can do the eccentric on your own. That way
you may be able to build up to your goal.

Or by yourself: two hands up, one hand down.

My gym has one and I used to use it. But indeed weighted chinups and
pullups are much more efficient exercises than pulldowns. I stopped
doing pulldowns when I got myself a holder like this -
http://newyorkbarbells.tv/1100.html that I use with the dip belt.

This holder is 10lb so doyleb3 would put 6 25lb plates on it to reach
160lb. It is not uncomfortable although I combine that with long socks
(Steve F. would say "Toughen 'em up, Comrade"😉. I now do chinups with
    160lb regularly.

I found such holder quite convenient for doing weighted dips, chins
    and pullups.

My gym has a BodyMasters that goes to 320.
