  1. I just got a new wheel and tire for my bike about a week ago and yesterday I had a flat. I was able to remove the tire (Specialized Mondo S Works) and put it back on without the tire tools. I checked the rim and the tire and they are the right size (tire 700 x 23, wheel 700 x 15). In the past it was never this easy. I wanted to know if this is normal for certain tires and is it safe to ride on?

  2. It's normal. All tires and rims are +/- a bit on the 622mm bead diameter. You happen to have + tires and - rims. It's typically not a safety problem.
