2nd from left is Neil Stephens, I think, and 4th from left is Alex Zuelle.
I know the guy between them but his name escapes me!
The one on the right is Johan Bruyneel.
Where is Jalabert?

I think he's the one with cap at the back, between Zülle and Bruyneel.
Then the guy in front of him without cap, blond hair, is Erik Breukink.
ONCE team in 1995:
61 JALABERT Laurent (Fra)
62 BREUKINK Erik (Hol)
63 BRUYNEEL Johan (Bel)
64 DIAZ ZABALA Herminio (Esp)
65 MAURI Melchor (Esp)
66 DIAZ DE OTAZU Luis-Maria (Esp) hd.3°
67 ROJAS Mariano (Esp) ab.15°
68 STEPHENS Neil (Aus)
69 ZULLE Alex (Sui)
Diaz de Otazu was no longer in the Tour on the rest day. The one on the
left is Mauri. The bald one is Diaz Zabala. So the frontmost rider with
cap must be Rojas.

Yes, Diaz Zabali was the name I was struggling for.
Wasn't Mariano Rojas killed in a car crash?

Yes. Crash 21 June 1996, unsuccessful attempt at a liver transplant, died
23 June 1996. He has a cyclosportif (granfondo) event named after him now:

The name on the sign is La Giettaz and the only one I can see on Google
is in the Alps (Aravis).

That is correct - Col D'Aravis.
Here's another shot in the same spot a little later. (Mt. Blanc in the
background)
This guy did fairly well in the previous day's time trial
