Is it necessary to smooth and to mill the surface of the head tubes with
tools similar to these ones:

before the instalation of Cane Creek "IS"-type headset?

As with other machining needs, it only needs this service if there is a
problem or issue. If there bearing slip in and the headset adjusts out
nicely, then there was no problem. A simple test is to drop the
bearing in the frame, and check the slop at several points. If the
