St John St Cycles (http://www.sjscycles.com/) don't charge VAT for O/S
purchases, and they have quite a few panniers. You have to contact them to
find out about postage charges.

They used to be very cheap, maybe 2 years ago. In recent times they've
been steadily getting more expensive - both stock and postage.
