Can a TTT aluminum stem with 25.8mm clamp be used on a Deda aluminum
26.0mm handlebar? It seems to me that 0.2mm would be closer than their
machining tolerances, but worth checking with folks here.

Actually, 25.8 and 26.0 are so close as to be fully interchangeable.

What if you want to use a 26.0 stem and a 25.4 bar. Will beer can work
here. Beer can is much cheaper than a shim and is also quite fun to
drain!! -

It's purely a function of the right /quantity/ of beer.
Happens in bars . . . around 1:30am . . . all over the country.
