Almost. He would have needed to finish in front of Rujano (for the bonus
seconds) or to charge faster to the line than Rujano did (he sat up a
little) or rely on 10 penalty seconds for Savoldelli for getting pushed
on the Finestre (double hypothetically because he didn't get them even
now).

Imagine if Rujano had not had all those mechanical problems in the
first ITT - where he changed bikes 3 times and lost at least 2
minutes...

That's a good point. But I think that he wouldn't have been allowed to
get off the front (with small groups) in the middle stages as soon as it
became apparent that he was a real threat for the overall. He seems to be
able to time trial fairly well.

Do 'if the stage was a mountaintop finish I would have won' count as
virtual victories, in which case Simoni can add a virtual giro victory to
his palmares.
