I had a similar problem in Mexico only I was far enough away that I waited for them to move on.

Steers might look threatening, but I've never had one challenge me. Bulls on the other hand can be really scary. I've had to take a huge detour around a bull when riding once.
We were heading down a tight canyon on singletrack and came up on some cattle. They were parting as we approached until we see big one with horns holding his ground. I also spot a couple of telltale signs: large testicles and much bigger, more defined muscles than the rest. It a bull and he's snorting and pawing at the ground. We (a group of four) stop. I say "OK everyone, do what I do." and I hold my bike over my head and approach, yelling at the bull to go away. He holds his ground, snorts and flares his nostrils, pawing some more. At that moment I realize my group have all retreated so I'm standing there holding my bike over my head facing off with an angry bull. I decide to join them as the bull starts taking a few steps toward me. We ended having to climb up a scree field up the canyon side and bushwhack for a quarter mile or so to get around him and back on the trail. We all got ticks up in the brush too. Then we had the pleasure of riding the rest of the trail with fresh sloppy pies every few feet. It sucked, but it was probably better than being gored.

I think he's referencing the federal leased grazing program where ranchers run cattle on land that can hardly sustain the local fauna much less cattle.

We have land here that is "too sensitive" for mountain biking, yet ranchers can freely graze cattle, run fence, and dig waterways. It's crazy.
i didn't know if it was bulls, or steers, just big ass horns and moving fast. but none behaved like what you desribed in here with hoofing and snorting, so i guess that's good.
the land thing.....the sonoran desert gets 4-8 inches of rain a year, which sustains incredibly fragile ecosystems hardly helped by cattle that seem to wander wherever they pretty much wanna go, paying little heed to protected lands while their ranch owners lay claim to grazing rights based on land laws dating to pretty much the dark ages.
so i see pronghorn and mule deer and bighorn sheep and then whammo a cow.
so i was curious about what that's all about.
the riding, however, is beastly. three-four hours in 105 will put a major league hurting on you.
