  1. I am wanting to turn water into a white thick milky substance, (it's a
    party idea, don't ask) What can I add to water to turn it this color
    and consistency? It should be safe and edible.

    Corn starch. Mix it with cold water and bring it to a boil, stirring
    constantly. It will thicken up and look a bit like diluted milk.

    If it's a party idea then some of the anisette liquors will turn milky when
    mixed with water.

    I 'think' what turns the rice water white is mostly talc -- I wouldn't want
    to ingest talc.

    It's been many years since rice in the US contained talc. Talc was
    used in the milling process but no longer permitted in the US, not even
    in imports.

    takes out MORE talc, but I do soak. But most importantly, I rinse 7-10
    times, plus I try to buy rice that says on the package "less talc" or "no
    talc" or "gourmet" in other words, something that indicates that the rice

    Actually talc (with glucose) coated rice is still available but (by law,
    anyway) must be labled as such. Some South American recipes call for
    it. The coating was used as a preservation method and was to be rinsed
    off prior to cooking.

    thick and it looks like so much...well....ah....it's milky.

    Depending on how thick you want it......powdered milk. Or powdered milk
    and cornstarch to thicken. Or sweetened condensed milk.

    Good idea. You can cook rice, pasta, or potatoes in boiling water. The
    starch will cook out and you will have a white, thick, milky substance.
    Don't add too much extra water.

    Or you can make water gravy. A flour and oil roux and thin with water and
    cook until it is as thick as you want it.
