You're stuck with your 27" wheels I'm afraid. You can find some wider tires possibly to fit those
wheels, touring tires for instance, but you're not going to be able to use 26" tires and rims on
your current frame. Your next option is to get a mountain bike with 26" wheels and tires already on
it and dump the Sears in a garage sale or something.

Sheldon has a 27 inch Tioga Bloodhound at: sheldonbrown.com630.htmlOpen ↗ These
are described as 'Aggressive knobby tread', but there's no picture there. I don't have personal
experience with these tires. They are a bit wider (1-3/8 inches), so make sure they will fit in
your frame.

The brakes: they probably won't reach the rims. You should be able to find 27" tires with no
problem, but wide ones with off-road tread might not fit inside the chainstays. You might get away
with using 700c sized wheels, but that's going to depend on the details of your brakes.

27 x 1-3/8" knobby tires exist. Looks like Harris Cyclery carries a Tioga Bloodhound in that size
(harriscyclery.com). Frame and/or brake clearance may be an issue on some bikes. Note that a tire
like that does not have the air volume of a real mountain bike tire, good enough to ride firm gravel
roads but not much float in the loose stuff and will not take abuse like a mountain bike tire.

Frame clearance, brake clearance, and brake reach are the typical problems.

would this tire be sufficient for use on a levee that has sections paved with gravel?

I switched out 27" wheels on Tar Baby to 700C wheels...using Alivio brakes on fork bosses. Look
at the brake pads, and see if they can be dropped 4mm. That's the radius difference between 27"
and 700's.
