You need to take a course and get certified to dive. It's not difficult if you are
healthy. I don't believe there are laws against diving without being certified but
it's not safe and most shops will not sell or rent gear to you.

You need to take a course and get certified to dive. It's not difficult if you are
healthy.

He can't blow hard enough to clear water out of a snorkel.

As you approach the surface, tilt you head right back, look at the surface.
This should point the snorkel towards the bottom.
Breathe out now. Snorkel is now full of air.
As you break the surface, return your head to the normal position,
and your snorkel points upwards, empty of water! No big huff
needed to clear it.

Of course, a self-clearing snorkel is just so much easier! These have a one
way valve in the lowest part, allowing water to drain. A tiny bit more
expense,
but it really makes a difference!

I see your problem now. When snorkeling, you aren't supposed to go
underwater below the snorkel length. You don't really go underwater at
all in snorkeling. You have probably confused snorkeling with
skindiving. In skindiving, you go underwater, but you don't need a
snorkel for skindiving. In snorkeling, you stay on the surface, and you
use a snorkel so you don't have to keep turning your head to breath.
