There is a confusion here between hypothesis and theory. We scientists use the word hypothesis when an idea is not well backed up by experiment. Theory is when there is at least acceptable evidence that an idea is not merely correct as far as it goes, but is also believed to be the most successful idea to organise experimental observations.
My comments about homeopathic methods were in the context of a special medical condition under which they often do work, namely abnormal sensitivies to substances that don't cause problems with the 85% of people who have no describable health problem.
BTW, don't know about the situation elsewhere, but here in Canada the term 'public health' is defined by law to apply solely to that 85%. I help our city health department to deal with the 15%, where officials often have problems with bureaucrats sitting on them.
