couple of years back i saw a pic of a home made tandem using 2 bmx frames. The idea was the get the bike small enough so the dude could ride it with his daughter.

That 'bent is going to be real skitterish with it's short wheelbase and high seat position.
If it's only to try out the platform then go for it, and don't outlay too much money. Don't expect a bike you will be immediately happy with.
Longer wheel base and lower seat is much better.
