As someone else mentioned it sounds like the 49D chainset, the thread
is 23.35, so slightly larger than the 23.0 used by TA of that era. Its
been a while now but from memory Stronglight used 16mm heads on the
crank bolts.

Assuming it is a 49D then this has the same crank bcd as the TA
Cyclotourist, and the complete chainring sets were interchangeable (but
not individual rings). For those not familier with the setup the outer
chainring bolts to the crankarm with 5 bolts, then the inner and middle
rings bolt to the outer with 6 bolts. The inner and middle rings are
identical with a minimum size of 26 teeth. Outers available from about
36 to 68 teeth. To get smaller inners it is necessary to have special
rings made that sit on extension bolts of the crankarm bolts, then you
can go down to about a 18 tooth inner!
The chainset can be either used as a single, double or triple with the
correct bolt and spacer sets.
One feature is the very close clearance between the outer face of the
outer chainring and the crankarm which makes it difficult to use modern
frnt derailleurs, the solution is to machine about 1mm of the thickness
of the outer ring on the face that sits against the crankarm, assuming
you have sufficient clearance for the rings by the chainstay.
Why would anyone want to still use these old fashioned cranksets? Well
they allow a small Q factor i.e. the pedals are close together which
some people myself included find more comfortable.
The stronglight extractor is a three piece design consisting of an
alloy tommy bar, a crank bolt socket drilled to take the tommy bar and
including pins to remove the crank dustcap, and an extractor unit that
screws into the crank and uses the crank bolt part to tighten up. A
light and compact design) I think VAR made (make?) a workshop tool.
