I believe Histamine(diphosphate) does that, but I wonder if it crosses the blood brain barrier?

I dont know about increasing the intercellular space, or dilating the pores, but a lot of topical medications (ointments) have a oil based emulsion carrier that is more readily absorbable by the skin to help the active ingredient get in.
