Get it from a bike shop rather than off the web. You get a free service and
the bike set up properly for you. I'd go for a Ridgeback Nova or similar at
£200.

Price aside, it sounds like the ideal would be a Dutch roadster.
Step-through frame, usually a basket on the front, hub gears, enclosed
chain, sometimes hub brakes, "nurse" wheel lock. Minimal maintenance,
maximum comfort. Something like one of these:

My wife has a Dawes Saratoga which has done duty for leisure rides,
club runs, daily cycle commuting, shopping and towing the trailer
bike. She is still delighted with it. It cost £150 from a Proper
Bike Shop[tm].

luggage rack and mudguards, for very little more than the price of
no-name rubbish.
