Sounds like maybe you did cut into the cable and it has frayed?

I'm not quite sure what you are trying to describe here? I think you
might be saying that you've tried cutting 5cm off the existing brake
cable outer (with inner still running through) and can't.... er....
pull it off (fnarr fnarr!!).

If this is the case then you won't actually have succeeded in cutting
it through properly. The outer housing is a spiral metal arrangement
with a plastic covering, and you won't really be able to cut through
it with the inner still in place. Once you've successfully cut the
outer you'll know it, because the odd end will just fall off! 🙂

Unless you have specific (and reasonably expensive) good quality cable
cutters then you are best using a junior hacksaw to chop brake outers
down to size. Using side cutters will squash it badly, damaging it's
function.

So, whip the cable outer off the bike (inner cable must be removed
from outer also). Use a hacksaw to cleanly slice right the way through
brake outer at appropriate point. If necessary tidy up the cut end
with a small file. Re-thread inner cable and install onto bike.

Yes you are probably correct, and now you have refreshed my memory
as it is a long time since I shortened an outer cable housing.

He might think he has cut the outer cable because he has cut round
360 degrees but of course he has probably cut between the spiral and
not cut the much tougher spiral cable itself.

It might not be easy/possible to remove the inner cable if it has a
nipple on it though (ages since I did one) unless he cuts that too.

He might have more luck just pulling with his hand (no not pliars)
as the pliars may be gripping the inner cable too.
once you have cut throuogh the plastic it should be possible to stretch
the spiral out a bit so you can cut it, however the cables may be
made of sturdier stuff these days.

Take the inner right out of the housing - completely out. You cannot cut
the outer with the inner in it - if you try you will _certainly_ damage
it and the cable will then be unsafe to use. Then cut the housing,
ideally with a heavy duty cable cutter but if you don't have one a
reasonable job can be done with a hacksaw. If necessary tidy up the end
with a small file. Then put the inner back in.

Judging from what you write above I would advise you to replace this
cable anyway - even a small nick in the inner cutting just one strand
can cause the cable to jam, meaning your brakes might fail in an
emergency.
