I asked Chris Juden about lights and got the embarrassing reply that,
essentially, I should read the FAQ! SO I did, and he is right, if you
read it carefully it does answer most of our recent questions.

Are (steady) LED tail lights legal? Yes, if they meet an EU standard
which meets or exceeds BS6102/3 1986 - which, given that Britain is an
EU country, implicitly includes later versions of BS6102 which allow
non-incandescent light sources. The German standard is higher than
the BS so any German K-marked lamp should also be OK.
The law (case and otherwise) is still not clear on whether flashers
mounted to luggage are attached to the bike, so that would be down to
individual plod. I suspect that no weasel^w lawyer would be
sufficiently au fait with the issue to even try that as long as there
is also one legal steady rear light.
