There should be two screws on it. One is
high limit, the other low-limit. You want to
wind in the Low Limit (L) screw so the
derailler stops short of the spokes but still
changes gear.

Well, apart from the limit screws not being set correctly, it could also
have been bent, of the hanger is bent.

Make? Model?

And the bicycle equivalent of "are the lights on", has it worked okay in
just before this and have you/?? been adjusting it?
