Thank you for your response. You are right I don't want to cut the
steerer so that I can raise the stem a bit higher for comfort.

Be careful though that the bottom of the stem expander is not in the
threaded part of the steerer tube. Riding a setup like that a few
times is no big deal, but in the long run I think it's much more
likely the steerer tube will crack along the threads.

_ That's a bad idea for threaded headsets. The nut that holds the
quill tight should be below the threads of the top bearing nut.
Adding spacers doesn't change this height, so you can't safely
raise the bars by adding spacers. If you want the stem
higher you need to get a stem with a longer quill. Nitto makes
these for fairly cheap, see

_ If you're sure that the nut of the quill stem is below the
top bearing nut of the headset, then adding spacers will help
a bit in reducing stem flex, but there is a weight penalty for
doing this.
