I am a new cyclist so excuse my ignorance. Currently I have a bike with 700C wheels, is it possible to use 650C wheels?

No, you need a frame built for 650c wheels to use them. 650c wheels will fit in your frame but the brakes won't line up with the rims, and therefore won't work too well.

He's right. The brakes wont reach the rim.

It works, you just can't stop. Makes for a pretty fun ride, actually!

Actually, you can stop just fine . . .
. . . if your name is Fred Flintstone. :p
