rarely the component will completely break down.
It's kind of difficult to say exactly how you're going to know.. because the failure modes can be quite different.
Example:
1. you break a chain - this may happen BECAUSE it's worn, but more likely is you will notice a degraded performance in some way before that happens
2. you could also "check" the chain for stretch, and replace it if it's out of spec
This is just one part out of many, and they can all be different.
It mind do you some good to go to www.parktool.com There is a wealth of good information there.
I realize this isn't a very concise answer, but your question isn't specific to a part.
