This is a wholly subjective question, first off, because helmets sold in the US (I'm sure there's a similar circumstance for the UK, AUS, and other western nations) all meet the same safety standards -- from the cheap Trek on the general store shelf to the Giro Atmos on Lance's head, they've all got comparable impact resistance characteristics.

So it really does boil down to a few choice considerations: comfort, fit, ventilation, and great looks. Generally, the more you pay, the better the offerings in those categories.

A basic tip for helmet shopping is to aim for a past year model; shops carry overstocks of previous year helmets for quite a while, and sell them for 80%, 70%, 60% or even 50% off. Those models are often the same damn thing, though in a different color scheme.

There are so many options out there; I'd suggest visiting a bunch of websites to get a sense of what's out there, and then visiting a shop or two to see what the available offerings feel like on your head (and to get a concept of a particular brand's fit -- once you know that you wear a MED in Limar, you can go online and buy any MED Limar with relative confidence).

The same starting point I throw at anyone who asks this question is the Bell Ghisallo. It's a slick pro-level helmet, worn by several high-profile teams and big stars. It looks and feels great. Of all the truly cool, high-end helmets, it's easily the best value. I bought one several years ago, new (but a previous year model), for around $60 USD.
