  1. Hoping y'all can fill me in here since it's been while that I've
competed. Anyway I heard that using 26" front wheels is illegal when
using with 700c rear wheels for road time trials but I'm curious if that
rule also applies to timed track events? I've looked over uscycling.org
website and didn't see the specific rule could use some input from
    people in the know.

UCI rules require equally sized wheels, regardless of size. USCF/USAC
current rules have no such criteria, although they are to be in compliance
with UCI bike dimension regs in 2007.

If the races you compete in are *not* specifically UCI sanctioned [1], then
you are permitted to use dissimilar sized wheels unless the promoter
specifically says in the race announcement that they are not allowed [2]. I
know this has been an issue at the track in Fort Lauderdale and some local
    South Florida TTs.

[1] of which there are but a handful in the USA

[2] occasionally the case in World Cup qualifying events which do not have
    UCI sanction
