Watercage issue

Easy Out along with the right sized drill bit should do the job. It is an extractor made to remove broken steel and other metal bolts, screws, studs.
I don't think the plastic would do much harm, but I wouldn't want it rattling around inside my bicycle frame.

Aside from the rattling, I see no point in worrying over them.

But if you really want them out, assuming extracting them out wasn't sucessfully done, remove the BB and shake the frame until they come out the BB-downtube junction (on an Al frame that is).

I assume that the frame is completely hollow and I am not about to drill into some honeycombed structure or anything of the sort?

On an Aluminum frame, yes.
