My non disc XTR brakes on Mavic rims never stop screeching. LBS has worked on them twice. Better but not great. I've tried myself tilting them foward and rearward. Lightly sanding the rims and cleaning them with alcohol. Picking out he pads and roughing them up. Better but never quiet. I've replaced the Shimano pads twice and have also tried Richey red pads. No help. Is it the length of the pads that cause the noise because of vibration? Is there a way to put road pads on the xtr brake assemblies? Are some pads better than others in noise level?

Sometimes adding or subtracting mass to the fork/frame and brake assembly will help to curb the squeel.
We ordered a Litespeed Blue Ridge for a good customer of ours, which was a 650c road touring bike, using cantilever brakes.
We had IF bikes make a fork for it, and no matter if we ran the Avid standard cantilevers, or the Deore V brakes, we had increadible squeel from the front brake, regardless of fore and aft toe, pad changing, etc....
The squeel comes from harmonic vibration, so we put a different fork on there, and the noise went away.. -The fork was acting like a tuning fork, and since the frequency of the brake squeel was sympathetic to inherant frequencies in the fork, it would be loud..
You can add mass by using a brake booster, relatively inexpensive, and if anything, it should make the brakes work a bit better as well.
-I am not saying that this is the definite cause, but I have seen it happen before, and have remedied the problem with adding or subtracting mass.
