One minor advantage of an 8sp rear is that the pulleys are smaller in
diameter. You can get a slightly larger cog to work w/o hitting the
derailleur pulley on the cog. My wife's bike uses a 50/34 x 13/29
with the 8sp rear derailleur. If I use a 9sp rear derailleur, the
pulley hits. Of course, if I use a current model rear derailleur, the
cage is longer and that handles the extra chain as well.

Who makes a 13-29 8 Speed cassette? I want one!

I don't know of one. My wife's bicycle, the one that uses an 8sp rear
derailleur, uses a 10sp, 13/29 Campy Cassette. There may have been an
8sp cog that was made by Campy for 8sp but I've lost the details about
it.
