A good goal. She should also seek to have fun. A 12 year old must have
a good time while competing, or she will lose interest. For this
purpose and others, I recommend joining a local club.
My impression was that Belgium had several good clubs with good coaches
who are skilled at maintaining kids' interest. Are you having trouble
finding one?
If you need to work alone, there are plenty of web sites with long lists
of good workouts. (I can't seem to access any of them today, though.)

My suggestion is to emphasize technique and variety rather than simple
strength. 12 years old is too young either for weight training or to
specialize in any one event.
