For some values of "most"...
In the Uk you have to go out of your way to get mudguards, and
pretty much everywhere sports cycles are routinely sold without any.
Unless you're buying a utility bike in a land where English is not
the mother tongue, it's more common not to get any than the other
way about, there's nothing unusual about recumbents in that regard.
As for them being optional, it's a side-effect of them being
small production runs where it's easy to assemble things to
customer specification.
