I have lost my helmet (long story) purchased a year or two ago. The helmet was over $100USD, a road helmet, had web straps coming from two places on each side of the helmet that met to be a single strap for a plastic quick-lock-type under-chin buckle (all helmets are this way now, yes?). The feature that I really came to like was an adjustment in the back that allowed me to comfortable ride with a cycling cap under the helmet or without by turning a dial. To memory the dial was red in sort of a clear plastic case. I could only adjust the dial by part of the dial sticking through the case at the bottom of the case. I though this dial thing would be flimsy and would break, but I bought the helmet anyway. The dial didn't adjust much, but it was enough to expand or retract for wearing a cap (actually a head sweats, terry- cloth, cool-max with a visor thing).
I suppose the helmet was as good as anyother certified and rated helmet, but I like this adjustment thing.
Looking at pictures on nashbar it was not a Louis Garneau helmet.

Some of the Trek-branded helmets have the dial adjustment feature you're describing.
