The local LBS I bought my road bike from gives 2 free overhauls (although I'm not sure how thorough they are, but I'm pretty sure it includes bearing repacking, etc). I can use this in the first year and I'm about 3 months in and 650 miles. Not a lot of miles, I know, but on a brand new bike is this enough that I should take it in for that initial workover? Or should I wait until I've got maybe 1500? I'm now riding 100 miles a week *minimum* so I'll put miles on faster.

As long as everything is working well, I would take it in the first time after 6 months, and then again right before the year is up.
This way, whatever is done, is as fresh as possible once you are on your own.
You really shouldn't need to service even that frequently unless you are riding in harsh conditions (moisture and/or grit), but since they offer it, take advantage of the opportunity...

Well the only things that may loosen up sooner, and cause damage, are the crankset bolts and cassette lock ring. these can cause spline damage. A loose headset pre-load adjuster can cause bearing and race damage. It doesn't cost much to buy what you need to snug these up, or you can take your bike into your LBS, with the rear wheel out, and he can do it in less than 60 seconeds and he shouldn't consider this one of your overhaul's. You don't want to let your wheel bearing pre-load get loose. You can check that to see if there is play in the wheel when you wiggle it side to side. Depending on what wheels you have, a crescent wrenchand/or pliers will do a good enough temporary job since almost no force is required. Good luck.
