is a 16" size(wheel) bike (i intend to ride this bike to the beach in the summer) too slow and small for somebody that's 5'4? i already have a 16" wheel bike, but the wheels are popped, but i'm not sure if i should get new wheels or a whole new bike.. what do you guys think?

16" sounds awfully small for someone who's 5'4" tall. I reckon you'd be better off on a 26"-wheeled mtb, obviously with a fairly small frame size. Ask at a bike shop (a real bike shop, not a department or toy store) and they'll know exactly the kind of thing you'll need.
