If you have room to lower your brake pads by 4 mm, 700c rims will fit
with no problem.

If you upgrade to modern hubs, you may have to re-space the rear end of
the frame, not a big deal if the bike is steel.

There are lots of 27" tires of various widths and qualities
available from several manufacturers.

If you're interested in using 700C wheels, drop a set of
them in your bike and see if the brake pads reach without
hitting the tire. If your bike has centerpulls, remember
that the pads will creep up with wear.
