I got myself a really cool bike from a friend of mine and have had to do some component add ons because it had been borrowed from. Still not bad for free. The problem is do not know what year it is and GT is like talking to the DMV. All i know it is a GT LTS. Ser# is 011963399LTS 16. It has the flat bracket on top of the rear shock. So how do I read this serial # to find out what year and model it is;(LTS-1,Lts-2, LTS-3, LTS-4.....and so on)

If memory serves, GT introduced the LTS in 98, and it was a production line bike in 99 and 2000. They introduced their I-Drive system in 2001, and I don't think the LTS line continued into or past 2001. I see a 99 in your serial number, nothing saying that is referring to the year, but it is a half-way decent bet.
Cheers,
Juba
