Pretty vague question.
but if i had to be succinct...
Function over Form.
must fit the normal human body, especially those that are not built like contador. meaning stretchy but not baggy.
must do what it's supposed to do. eg, wick sweat, be soft where you need it (neck, bendy regions), provide wind resistance or insulation in the right places, but, IMHO, above all it's got to feel good when you put it on. seams and stitching must be flat , not scratchy. The stitching can't unravel after two washings.
the last characteristic would be to look assertive but not flashy ..
quality and function do matter, look at the i-phone .

no monofilament thread or of unlike material, polyester, lycra or wool (best for extreme temperatures and for odor, nylon etc ok for outerwear, cotton is poor choice, good qualty "chamois" in the shorts with no seams where body contacts saddle double stitch at bottom of pockets, flat or serge stitch at seams
