Looks like a form of an acrobatic bike. They tend to be custom made -
this one seems to have three drive wheels, all which rotate 360
degrees. A performer could move from one to the other while rotating
in circles in one place and doing various tricks.

I tried to ride one (with two wheels) at Mt. Airy bikes in Mt. Airy,
Maryland. I was moderately successful in that I eventually fell down a
little slower. I think a unicycle rider would have had far better
luck.

I think your explanation is plausible. I mailed SPEZI but they didn't
know anything about the bike.
