what is CTL and how do you measure it?

I've heard a lot of people talk about their CTL and how it's changed from 63.4 ot 55.7 (for example).
What is it and how do you measure it?
 
Chronic Training Load - it's a concept created by Coggan and Hunter and usually used within Cycling Peaks:

You need a power meter, a good idea of your functioning threshold power and at least 6 weeks of data. The absolute number doesn't necessarily tell you that much, but plotting it over a longer term period gives you the big picture about how your training is going. Normally you would combine it with Acute Training Load and Training Stress Balance, to keep an eye on the balance between training a lot and resting before big events.
